Movie theaters can expand to up to 50 percent capacity, up from the previous cap of 25 percent or 100 people, whichever was fewer.

Saunas and steam rooms can reopen, with up to 50 percent capacity while following physical distancing guidelines. Gyms and fitness centers can expand indoor capacity to 50 percent, up from 25 percent. Masks are always required, except for swimming.

Amusement parks and fairs can expand attendance to 35 percent of capacity, up from 25 percent in the orange tier. Visitors must either be California residents or fully vaccinated. Water parks can reopen at 40 percent capacity, with safety modifications.

Indoor seated live events and performances in large-capacity venues — with seating for more than 1,500 guests — can reach 10 percent of capacity or 2,000 guests, whichever is less, but if everyone has a negative test or has proof of full vaccination, the limit can increase to 50 percent, up from 35 percent in the orange tier.

In addition to Fresno, the counties of Madera, Kings, Tulare, and Mariposa are now all in the orange tier, allowing for more businesses to reopen at higher capacities. In the orange tier, restaurants can open indoors at 50 percent capacity. Movie theaters can also open at 50 percent capacity. At 25 percent capacity are wineries, breweries, distilleries, and gyms.
